The US Department of Defense – Division of HIV/AIDS Prevention Program (DHAPP), through the PEPFAR HIV Military Project, is committed to achieving sustainable HIV epidemic control within the Cameroon Defense Force (CDF). This initiative focuses on:
✅ Eliminating Transmission – Strengthening vertical transmission prevention and improving access to sexual and reproductive health services.
✅ Expanding HIV Prevention & Testing – Ensuring 95% of personnel access combined prevention programs.
✅ Treatment & Care – Reaching UNAIDS 95-95-95 goals:
This program enhances the CDF’s capacity to plan, implement, and manage the full HIV clinical cascade—from prevention and testing to treatment and viral suppression. It aligns with:
🔹 Cameroon’s National Strategic Plan for HIV/AIDS.
🔹 Global health policies, including:
The initiative actively supports the elimination of inequalities and stigma in service delivery, in alignment with the UNAIDS 10-10-10 target:
🔹 Less than 10% of people living with HIV (PLHIV) experience stigma or discrimination.
🔹 Less than 10% of PLHIV women, girls, and key populations face gender-based violence or inequalities.
🔹 Efforts to eliminate punitive laws and policies affecting PLHIV.
Since 2015, HEADA, under a Cooperative Agreement (CoAg) with DHAPP, has partnered with the Cameroon Ministry of Defense to drive this mission forward.
🔹 October 1, 2023 – DHAPP renewed a 4-year contract (2024–2027) with HEADA to continue program implementation with the Cameroon military.
