US Department of Defense-Division of HIV/AIDS Prevention Program PEPFAR HIV Military Project

Supporting the Cameroon Defense Forces in HIV Epidemic Control

 The US Department of Defense – Division of HIV/AIDS Prevention Program (DHAPP), through the PEPFAR HIV Military Project, is committed to achieving sustainable HIV epidemic control within the Cameroon Defense Force (CDF). This initiative focuses on:

Eliminating Transmission – Strengthening vertical transmission prevention and improving access to sexual and reproductive health services.

Expanding HIV Prevention & Testing – Ensuring 95% of personnel access combined prevention programs.

Treatment & Care – Reaching UNAIDS 95-95-95 goals:

  • 95% of people with HIV know their status.
  • 95% of diagnosed cases receive effective antiretroviral therapy (ART).
  • 95% of those on treatment achieve viral suppression.

Strengthening the Military HIV Health Program

This program enhances the CDF’s capacity to plan, implement, and manage the full HIV clinical cascade—from prevention and testing to treatment and viral suppression. It aligns with:

🔹 Cameroon’s National Strategic Plan for HIV/AIDS.
🔹 Global health policies, including:

      • PEPFAR’s 2022 Strategic Direction
      • Global AIDS Strategy 2021–2026
      • Global Fund Strategy 2023–2028

Commitment to Equality and Inclusion

The initiative actively supports the elimination of inequalities and stigma in service delivery, in alignment with the UNAIDS 10-10-10 target:

🔹 Less than 10% of people living with HIV (PLHIV) experience stigma or discrimination.
🔹 Less than 10% of PLHIV women, girls, and key populations face gender-based violence or inequalities.
🔹 Efforts to eliminate punitive laws and policies affecting PLHIV.


A Long-Term Partnership for Impact

Since 2015, HEADA, under a Cooperative Agreement (CoAg) with DHAPP, has partnered with the Cameroon Ministry of Defense to drive this mission forward.

🔹 October 1, 2023 – DHAPP renewed a 4-year contract (2024–2027) with HEADA to continue program implementation with the Cameroon military.
